A man is recorded on video apparently being tased by one officer as another tries to apprehend him. The man appears to be resisting the two officers and doesn't comply with their commands.
Since the two officers have their full attention on this dude, some random strangers nearby swoop in and take advantage of the situation. Dude's bike gets stolen a mere few feet away from him, then moments later someone else comes in and snatches his backpack.
Then a couple of other strangers get involved, but these two seem to be helping out the officers with the man.
